A Polish priest, Fr. Henry Denis, was a World War II chaplain and POW, and promised God if he got out he would build a shrine. Arapahoe happened to be his first parish after release, and he completed the shrine in 1958. The statues honor Our Lady of Fatima [and the children she appeared to].
