Natoma, Kansas - Wizard of Oz Tributes Ever since Kansas was the setting for The Wizard of Oz, Kansas people have taken the characters into their hearts. Highway 18 in northwestern Kansas is a scenic, off-the-beaten-path drive through some of the country's loveliest farmland.
