Memorial of Perpetual Tears The Memorial of Perpetual Tears is at exit 196 off of I-40. Driving west on I-40, turn right at the exit then an immediate left. There is a DWI Memorial highway sign at both turns. The visitors center was closed for the day so we took pictures from the road. Backtrack to I-40 or you'll be on frontage roads for a few miles!
