Erected in 1999, sponsored by the Canadian Plastics Industry Association. The all-plastic pots are filled with recycled plastic "earth" in which plants grow. At first, polluted water from a nearby river was pumped into the pots by solar power, the water was filtered by the plants, then it spilled out of the spouts of the tilted pots much cleaner, supposedly. But that may not work any more.
