This isn't "new" so much as a replacement. The original appeared overnight mysteriously many years ago. It was lost in the big flood of 1995. The replacement went in this past summer.
[Ronald Sawyer, 11/09/1998]I just saw this Statue of Liberty on 6/7/98. This is new as I've driven though this area a couple times in the last year. I'm not quite sure how in the world this rather large item got atop the old rail bridge post that it sits on which reaches probably about 20 to 30 feet above the river. And it is about an hour from Lewistown, it much closer to the rather drab town of Duncannon.
[Derrick Beckner, 06/12/1998]Along I-81 near Harrisburg, close to Nancy Kulp's (Ms Jane-Beverly Hillbillies) home town of [Mifflintown] along the Susquehanna River, just before Three Mile Island one can see a miniature version of the Statue of Liberty sitting on the base in the center of the River.
