One of the dozens of "Phantastic Phils" in Punxsutawny, PA, this one seems to have gone a bit awry. These painted fiberglass groundhogs are everywhere in the "Weather Capital of the World." There's a miner Phil, a firemen, bagpiper, pharmacist, bellhop, even a Statue of Liberty Phil.
