The giant firecracker decor disguises a large water tank for the fire sprinkler system of the fireworks megastore. You can see the piping and valves behind the tank. Apparently the government required the sprinkler system for this building in the middle of nowhere, where a fire could do no harm. I find it amusing they required the sprinkler system there, and not for the (legal) brothel next door, where the ladies live and "work." I guess they are on their own....

Looks like a re-purposed water tank at Alamo Fireworks Company. Impossible to miss as you're whizzing by on Hwy 95 ... you can probably see it from at least a mile away, and it's literally right next to the road.
