San Diego, California: Unfriendly U.S.-Mexico Friendship Monument
Built in the 1850s to celebrate Mexico's loss of California, it was re-branded a "Friendship Monument" in the 1970s. Then in 1994 it was cut in half by an unfriendly border fence. Since 2011 it's been completely on the Mexican side, and you can't even get close except for a few hours on the weekends, under watch by armed guards.
