It's a sail (American usage) or fin (European/Commonwealth usage) (also known as a fairwater) of a submarine is the tower-like structure found on the dorsal (topside) surface of submarines. It is not a submarine in full. Still cool!

The sub is a massive sight even from the road.
[Victoria Nations, 08/08/2019]This display is in honor of the USS Bancroft, which was a nuclear-powered sub that was decommissioned and sent to salvage in 1993. The sail of the ship (in the past known as the conning tower) is original. The remainder is concrete formed to what I assume is the actual dimensions of the original hull. Old nuclear subs are salvaged so as to safely remove the nuclear reactors. It is a well done tribute to the ship and its sailors.

Kinda cool little stop, not far off path. You can climb on sub, which seems to be surrounded by cement.

Our first stop using the Roadside America app, and was so pleasantly surprised at how much my girls loved it! They are 9 and 7 so I wasn't sure if they'd enjoy it. We had to drag them away! They just wanted to keep running and playing on it.
The office at the site also has restrooms which I needed.
