Launcher is no longer there. Only a mock up of an ICBM.
[Ed, 06/24/2016]This appears to be set up as a reconnaissance photo target for training surveillance pilots. I accidentally stopped in front of it when a loud buzzer sounded, and the radar dish began to spin.

Per a conversation with a young woman who lives nearby, this is indeed a working anti-aircraft missile launcher. She also complained about the low-altitude fly-by's of military aircraft that occur on a regular basis.
This location is about 100 miles northwest of Ellsworth AFB in South Dakota, home of the 28th Bomb Wing and the B-1B Lancer bombers - maybe this missile launcher is the last line of defense for this Air Force base?
A little east of Rapid City, SD is the Minuteman Missile National Historic Site and the Delta-09 Launch Facility (ICBM missile silo), so apparently the Cold War is still alive and well in America's Heartland.

This would be more at home in a town square than a random sighting in the middle of nowhere. My wife spotted this as we drove from Hulett, Wy to Alzada, MT. It appears to be two pieces of equipment, one a missile launcher and the other maybe a radar machine.
We're assuming both were non-functional.
