This is really neat! Make sure you talk directly at the wall and not looking up the arch.

There is a parking lot in the back of the Station. If you park back there by the Hard Rock Cafe, walk inside and make your way to the front. The Station is very cool and has tours available.
[Daniel, 01/01/2011]This neat little find is located at the entrance of Union Station -- the old train station-turned mall. It's easy to step inside and be in awe of the amazing architecture and decor, but before you do, look just inside the entrance. There's a little plaque that explains the whole thing.
In order to get the full experience of the Whispering Arch, you need to go with a friend, and situate yourselves one on either side of the arch. If you whisper something facing the wall, your friend several feet away will be able to hear it as clear as day on the other end of the arch. It's very neat!
