Looks like a castle tower. Built in 1883 with 400,000 bricks. When the city tried and failed to blow it up with dynamite, it was given to the United Daughters of the Confederacy for its museum.

Confederate Museum in a Water Tower
According to Columbus Chamber of Commerce, it was built in 1883 as a water tower and stored the horse-drawn fire engine until 1912. In 1962, it was converted to a museum and is dedicated to Colorado County veterans of all wars. The tower sits on the SW corner of the courthouse square in Columbus. The courthouse is also very impressive to look at.
