The big lady that you have listed as standing outside the White Eagle has moved. She has been relocated outside Martha's Cafe on Broadway (aka Hwy 91) of Blackfoot, Idaho. She now has blond hair and a blue dress. It is just a little ways south of the World Potato Expo. I visited just yesterday.
