I'll reiterate the other tips: park at Jackson County Transit building and walk across the road to overlook the guard rail. There's no markers or signs, so use that as your landmark. Really visible down the hill towards the river; you can also go farther down 441 and turn right to go over the bridge. If you drive a bit down that road you can get a pretty nice view of it across the river.
[Scott, 11/01/2022]You can go tubing/kayaking down the river, then pull over and explore. At least we did several years ago.

Park across the street at the Jackson County Transit and you can see it over the guardrail. It is hard to see while the leaves are green. I would suggest coming at the end of fall or in winter.

We parked across the street, at the Jackson County Transit building, and walked across the street, northwest towards the edge of the barbed wire fence, to see the bus and the train down below.
[Ed Gomboz, 10/11/2020]There's no shoulder on the road to pull over and get a look, but we went slow, driving by, and saw the bus and part of train.
