Construction in the area. We were unable to find it on 2/7/2020, although we drove around for about ten minutes. I doubt that it's still there.

The wall was created in November 2011 by Michael Levine to honor Arizona's 100th anniversary of statehood. There are nearly a thousand signs in the wall.
