A cold, clear day in January is a great time to visit this site. The view of the Hudson and Manhattan from this high spot is unrivaled. The little plaza overlook was locked but everything can be easily seen from the sidewalk. Takeaway: Politics is a nasty, contentious, egomaniacal business to be involved in; then as well as now.
