The giant mural was painted in 2006 by Oscar Velasquez, who clearly wanted to make use of the windows in the wall. The upper floors of the brick building appear to be off-limits, but it would be fun to wave from Liberty's torch, or the Capitol dome, or the warhead of the "USN" rocket.
