Richard Outcault (1863-1928) was an American illustrator and creator of The Yellow Kid, the first published comic strip. In addition to The Yellow Kid, Outcault created the popular series Buster Brown, and then licensed the characters to numerous companies, most notably Buster Brown Shoes.
Outcault was born in Lancaster. The mural was painted in 2002 on the side of the Fairfield County District Library.
