Lakeview County Fairgrounds. On the north side of OR-140/N. 4th St., a mile west of its intersection with US-395. There are a couple of arched entrances; take the eastern one and drive straight back a couple hundred yards. You'll see the big cowboy standing next to the "Tallest Town" sign.
