Sculpted by Sean O'Meallie of Colorado Springs, a former toymaker. Unveiled in 2016. It depicts a Poppin-Fresh-like human figure made of balloons, in brisk gallop. Up on a high pedestal.

- East side of the city. I-70 exit 278. Turn south onto Quebec St., then quickly exit right onto Smith Rd. Turn left at the second stoplight, just past the train tracks, to stay on Smith Rd. Drive a half-mile. You'll see Ballon Man on the right, up on a high pedestal.
