This seemed like a regular water fountain with a bonus fountain at ground level for your dog. While we waited for the dog to finish, we looked more closely at the bas relief art above it -- and noticed that it was of an old drinking fountain. So it's a drinking fountain memorial to a drinking fountain memorial, which memorialized Marie Diehl, founder of the SPCA in Frederick.
