Presidents Abe Lincoln of the U.S. and Benito Juarez of Mexico were cooperative during the Civil War, and when America and Mexico wanted to reaffirm their friendship in 1981, it was decided to do so with an exchange of statues of their wartime leaders. Mexico definitely got the better end of the deal: a 30-foot-tall, pencil-thin bronze Abe, snarling as he snaps chains held in his hands, placed in a highly visible position of honor along Tijuana's Avenue of Heroes.
In contrast, the USA's statue of Juarez is barely ten feet tall, and it stands unheralded in a small San Diego park. In fact, there's an older Juarez statue in New Orleans that's more impressive.
So if you're in San Diego, and you want to look at a memorable statue of a President, you'll have to cross the border into Mexico.
