Big Milk Tank Cows Three 5,000-gallon milk tanks in front of a cheese factory have been transformed into cows -- part of a local effort to improve the appearance of downtown West Jefferson. The tanks were always there, but it reportedly took the owner of a nearby art gallery, Stephen Willingham, to see that with the addition of some paint and big metal cow heads, they could be turned from an industrial eyesore into a big bovine photo-op. Students at local Ashe County High School did the fabrication and welding. Willingham painted the spots.
