He's at the intersection of State Road 3 and State Road 18, 7 miles north of Hartford City. He's at a restaurant called Tin Lizzie, and is holding an ice cream cone. On either shoulder, he wears a patch on his jacket with a name on it. "Corey" is on his left shoulder, and "Pam Reagon" is on his right. I don't know if this is a well-known type of figure, but I always thought he looked like Jim Nabors (Gomer Pyle) with a hunting cap on.

We saw that same style of giant south of Hartford City, in New Castle, in August 2004. They seem to be variations on the lapel-clutching Uncle Sam statue also found around the midwest.
