Officially titled "A Man and His Horse," the life-size bronze shows a ranch-dressed Gipper clutching the muzzle of a horse with his hands. It was the pet project of octogenarian County Commissioner Javier Souto, who in his youth participated in the failed Bay of Pigs invasion of Cuba.
