Site is owned privately but visitors are welcome between 8AM and dusk IF the gate is open. New church down the dirt road from the memorial has a leaflet in box in front (donation requested) describing the events and has a map of the original buildings.
An information sheet about the site is available at the Waco tourist office, next to Texas Ranger Museum.

Went there recently and the no trespassing signs sort of concerned me too. However, after some thought, I decided to venture in. I believe the signs apply whenever the gates are closed. There is a memorial there, after all.

There is a big metal gate and stone wall surrounding the compound. And the gate was open. You could see just inside the gate what look like a memorial. But there were several No Trespassing signs. So even though the gate was open we did not go in because it said you would be prosecuted.

I went to the site today. As described here, the gate was open and the place looked inviting. I got out to take a photo of the memorial just inside the gate -- and had two huge, unfriendly dogs come after me. I never got any further than that first memorial before they (the dogs, not people) ran me off. So, heads up on that!
[Jeremy, 10/25/2014] Actual address in the GPS led us right past it. It is on the right side with a large stone and metal gate.
