There will be a line, but it's worth it. Be careful who you hand your camera or phone to. The vagrants will expect a tip for taking your picture, or worse they'll run off with your expensive hardware. After visiting the statue be sure to run the steps (72 total) and celebrate with fist pumps at the top. There is also a marker at the top with the Rocky logo and his shoe prints.

Busy. Expect a line. Street parking. Beware of the people trying to charge you to take pictures. These are not employees. It is still common practice to ask the person next in line.
[Lindsay Gurley, 08/10/2016]Lots of folks running up the stairs (including my family) and bouncing around at the top. That was no big surprise. What was a surprise were all the people waiting in line to get their picture taken with the statue.
[Drumbabe, 06/22/2016]The Art Museum steps are so easy to run up in a Rocky-like fashion. It was no surprise to see a good amount of people doing it while we were there. We saw everyone from tourists to exercisers, to men in business suits doing the Rocky victory fist pump at the top of the stairs. The view towards historic Philly is amazing and a great back drop for you Rocky poses.
The Rocky statue is down the stairs and towards your immediate left. Beautiful area for picture taking.

A statue of the fictitious boxer, Rocky Balboa, finally stands near the Philadelphia Museum of Art, after a struggle about its placement among the local Art Commission. The 8 ft. 6 inch movie prop of Sylvester Stallone's character Rocky, boxing gloved-fists held up triumphantly, has been kicking around the area for decades. It stood for years in front of the Spectrum sports arena, and has been in storage since the Spectrum closed.
Rocky statue fans hoped it would stand at the top of the steps at the art museum to echo Rocky's famous jog route, but art aficionados managed to fend off that blow. The Rocky statue isn't real Art -- get it? Still, like the original Rocky, the statue is a sentimental favorite, so authorities eventually worked out a venue. It was erected near the museum, in Fairmont Park at Kelly Drive, on Sept. 8th.
